The Northern Land Council (NLC) was established under the Aboriginal Land Rights (Northern Territory) Act in 1976, to assist Aboriginal people in the Top End of the Northern Territory to acquire and manage their traditional lands, waters and seas.

Nearly 50 years on we continue to serve over 50,000 Aboriginal people of the Top End and remain committed to enhancing Aboriginal peoples social, political and economic participation by supporting their aspirations and amplifying their voices on a range of issues impacting on their lands, seas, culture and communities.

About the Role

The Project Officer is responsible for strategic planning and research, advocacy, governance and project management support to Aboriginal groups in the Top End whose rights and interests are affected by proposed large-scale projects. This role assists community members to identify their concerns, priorities and negotiate strong social, cultural, environmental and economic outcomes that generate lasting community benefit.

Responsibilities

  • Facilitate participatory planning and decision making by Aboriginal groups to develop their short and long term priorities to manage risks, negotiate strong and sustained benefits and allocate income to address aspirations and priorities.
  • Map out existing assets, services, social and economic risks and opportunities in communities where we work to avoid duplication and better inform local group decision making.
  • Support groups to develop and implement appropriate and effective financial and project governance frameworks.
  • Provide quality project and contract management of varied community projects including project conception, feasibility, planning, data management, delivery and evaluation.
  • Assist Aboriginal groups to undertake strategic advocacy, foster partnerships and complementary funding arrangements to exceed the value of the groups’ own financial resources.

About you

To thrive in this role you will have:

  • Tertiary qualifications or significant experience in community development, project management or other relevant fields.
  • Experience working in an Aboriginal or community-based decision-making context, preferably involving capacity building, governance or participatory planning.
  • Demonstrated skills and experience in end-to-end project and contract management including financial management.
  • Demonstrated and effective negotiation and advocacy skills and highly developed problem solving skills.
  • Proven capacity to meet statutory requirements with regard to consultation with Aboriginal constituents on community development aspirations.

Remuneration and Benefits:

  • Full-Time, Fixed Term contract (12 Months)
  • Location: Katherine
  • Salary: $95,106 - $106,708
  • Allowances
  • FBT exempt salary packaging benefits pay
  • 13.5% superannuation contribution
  • 5 weeks annual leave & 17.5% annual leave loading
