Manager Compliance - New Zealand

Otago Regional Council

At the Otago Regional Council, our mission is to support the sustainable management of our environment. We’ve recently made some transformational changes within our organisation, enabling us to focus on how we work together, to be sure we can deliver on our promises and continually improve how we serve our communities. We’re not overstating when we say we have some big targets to reach, and now we need the right people, in the right roles, to help us to get there.

One of the key functions at ORC, enabling us to monitor compliance with our rules, plans and national direction, is our Compliance team. The Compliance team plays a pivotal role in ensuring activities within the Otago region comply with regulations, whilst also providing education and working alongside our communities to support great environmental outcomes. The role of Manager Compliance presents an exciting opportunity to provide leadership to this function, paving the pathway for ORC Compliance activities for the present and for our future.

Reporting to the General Manager Regulatory, you will be responsible for leading the organisation’s Compliance function and delivering on improvements to ensure activities are occurring in accordance with the Resource Management Act (1991), the Local Government Act (2002) and Building Act (2004). To be successful in this role you will build a collaborative approach to addressing complex compliance issues the Otago region faces, deliver high-quality enforcement decisions and outcomes for our community and able to engage with colleagues across the organisation to ensure maximum buy-in to the development of a compliance strategy for ORC.

As a dynamic leader you lead from the front to consistently deliver exceptional service, along with motivating and empowering your team to do the same. You’ll be resilient, outcomes focused, and you’ll be able to foster those attributes within your own team too. You will actively promote a culture of education and collaboration with our communities before enforcement action is needed, and your technical prowess will be complimented by your desire to enable the success of others. You will be a confident communicator and influencer who proactively engages with stakeholders, builds strong professional relationships, and be motivated by the knowledge that the work we’re doing is for the good of our environment and our communities.

To be successful in this role, you’ll need:

  • A tertiary qualification in Environmental Management, Resource Management, Physical Sciences or a related discipline
  • 8+ years’ experience in local government regulatory environment
  • A sound understanding of the Resource Management Act (1991), the Local Government Act (2002) and Building Act (2004)
  • 6+ years’ experience in a leadership capacity
  • Experience in compliance, investigations and enforcement

So, why ORC? Well, we think Otago is an amazing place – to live in, work in and to visit. At the Otago Regional Council, we’re proud to be working each day, together with our communities, to keep it that way for our future. If you share this passion and can align your skills and experience to what we’ve outlined above, we would love to hear from you!
