The Consultancy:

MSIA is seeking a consultant to provide technical assistance to strengthen and advance intersectional gender equality, disability and social inclusion (GEDSI) with our SRH partners in the Asia Pacific region. The consultancy will focus on developing GEDSI strategies to support the 2030 strategic plans in each country and provide technical assistance to MSIA to lead and support the implementation of these strategies.

Key Objectives:

  • Develop GEDSI context analysis to guide MSI strategies in the Asia Pacific Region.
  • Develop GEDSI strategies with six MSI country programs.
  • Strengthen GEDSI policies and tools in MSIA and country programs in line with DFAT’s minimum standards.
  • Provide specific guidance on strengthening GEDSI practices within MSI internal operations and SRH service delivery programs.
  • Ensure that Gender and Disability focal points in the Asia Pacific Region are supported and competent to oversee the implementation of GEDSI strategies in their context.

Timing:

Timing of the consultancy is flexible and required activities may be completed non-consecutively. However, all deliverables must be completed no later than end of July 2021.

Recommended Approach:

Desk-top review (5 days):

  • Review MSIA and country program gender and disability policies, resources and materials and provide recommendations to strengthen policies, processes and implementation according to DFAT’s minimum standards.
  • Develop recommendations to strengthen policies and processes for MSIA and MSI country programs.

Context analysis (5 days):

  • Synthesise regional and global evidence documenting barriers for SRH access and support country programs to develop contextualised needs assessments.

GEDSI strategy development (15 days):

  • Facilitate strategy development with MSI country programs and deliver standardised GEDSI strategies identifying priorities and resources required for local contexts and capacity.

GEDSI learning (4 days):

  • Work with MSIA Gender and Disability Focal Point to develop materials for sharing regional good practice through case studies and learning workshop with Focal Points.
  • Deliver learning event to share internal and external good practice and support strategy implementation.

Final Report (1 day):

  • Provide end of project report and further recommendations for action.

Qualifications and Experience:

Essential:

  • Experience developing strategic plans in cooperation with others who represent a wide range of interests and needs.
  • High level expertise on gender equality and disability inclusion in development programs, preferably with understanding of Australian Department of Foreign Affairs and Trade requirements and approaches to gender equality and disability inclusion.
  • Significant experience working at a senior level implementing and/or providing technical assistance in sexual and reproductive health programs.
  • Strong technical capacity and practical experience in designing and implementing development programs in Asia or the Pacific.
  • Proven experience in developing, implementing, monitoring and evaluating gender equality and disability inclusive projects and programs.
  • Strong interpersonal skills, able to work well in cross-cultural teams and under tight deadlines.
  • Excellent group facilitation, multi-stakeholder consultation, and strategic planning skills.
  • Strong writing skills, both for technical papers and reports.

Desired:

  • Excellent capacity-building and training skills, including development and delivery of training.
