As part of the MSI Reproductive Choices (MSI) global partnership, MSI Asia Pacific (MSIAP) is a specialist sexual and reproductive health, non-governmental organisation (NGO) working in Asia and the Pacific to ensure access and the fulfilment of sexual and reproductive health and rights (SRHR) of all people. MSIAP encourages supporting and informing evidence-based policy development and programmes, in the global and local context.

Since 2006, Marie Stopes Papua New Guinea (MSPNG) has worked in partnership with the National Department of Health (NDoH) of Papua New Guinea (PNG) to deliver high quality SRH awareness, education and services across PNG. With the support of bi-lateral and multi-lateral donors MSPNG operates two static clinics, eight mobile outreach teams, a network of embedded providers based in 13 hospitals across the country, a public sector support (PSS) network which strengthens the skills of public providers through the National Family Planning Training Program (NFPTP), and a Contact Centre which provides toll-free telephone and online chat support for clients.

ABOUT THE CONSULTANCY

Background:

  • MSPNG has been supporting health system strengthening (HSS) in PNG since 2014 through the delivery of the NFPTP, run by MSPNG on behalf of the government
  • The NFPTP uses a two-step model of training and continuous supportive supervision. Firstly, each NFPTP trainee receives initial intensive classroom training and hands-on clinical practice. Secondly, the trainees receive follow up on-the-job ongoing supportive supervision, and competency assessments provided by MSPNG
  • MSPNG’s vision is that by 2030, the NFPTP will be increasingly owned and managed by the PNG government, with MSPNG providing training, quality assurance, and both clinical and non-clinical technical assistance
  • Anticipating an opportunity to put forward a design for continued funding under Australian Government Department of Foreign Affairs and trade (DFAT) ‘Papua New Guinea – Australia Transition to Health’ (PATH) Program in 2022, MSIAP is seeking an external consultant to provide advice to influence and strengthen MSPNG’s future HSS approach in PNG.

Objective:

  • Provide evidence-based recommendations to MSIAP and MSPNG on appropriate context specific strategies for SRH/family planning HSS and the next phase of the NFPTP as it transitions towards increasing government ownership
  • Propose a HSS strategy that considers the successes and challenges of MSPNG’s existing PSS model, and incorporates the experiences and input of internal and external stakeholders to inform future program design

ABOUT YOU

MSIAP is seeking a consultant with expertise in health system strengthening in PNG and the Pacific.

SELECTION CRITERIA

Qualifications:

  • Postgraduate degree in relevant area

Experience:

  • Minimum 5 years of relevant work experience
  • Demonstrated skills and experience in qualitative and quantitative research methods and analysis, including in conducting in-depth semi-structured interviews
  • Demonstrated experience engaging with a range of stakeholders, including representatives from governments and multilateral organisations
  • Experience developing strategic and tactical plans in cooperation with others who represent a wide range of interests and needs
  • Extensive and up-to-date knowledge of Papua New Guinea’s health system
  • Knowledge of family planning, sexual and reproductive health or maternal and child health programs and services in Papua New Guinea
  • Strong technical capacity and practical experience in designing and implementing development programs in Asia or the Pacific
  • Cross-cultural competency and capacity to effectively communicate in various public and non-public domains, across organisations and levels

Skills:

  • Excellent oral and written communication in English; ability to speak Tok Pisin desirable
  • Organisational skills to prioritise and manage workload
  • Ability to work effectively under pressure and meet deadlines
  • Intermediate skills in MS Word, Excel and Outlook
  • Flexibility and collaboration in a dynamic and fluid setting
