The role

JID has been appointed by the New Zealand Ministry of Foreign Affairs and Trade to manage the Bina Harbour Tuna Processing Plant Project to drive the development of this nationally important project for Solomon Islands. The Project Office will coordinate across government and development partners, to deliver feasibility studies and design to support planning and investment decisions for Solomon Island Government and relevant stakeholders. The Planning & Design Manager will support the establishment of an industrial precinct servicing a new onshore tuna processing plant through the development of a climate-resilient port and enabling infrastructure at Bina Harbour, in the Solomon Islands.

Responsibilities

  • Provide advice on scope, sequence, and timing for the design of infrastructure (mix of port and supporting land infrastructure) to meet the objectives of Solomon Islands Government, donor partners and other stakeholders.
  • Procure and manage services as agreed to the specified standards and guidelines and where none exist provide guidance on best practice.
  • Ensure all contracts are executed in accordance with project requirements, and that the design meets all technical, regulatory, and stakeholder requirements.
  • Provide timely input to achieve associated development requirements such as environmental, social, GEDSI, WHS and economic analysis.
  • Manage health and safety for all contracts initiated by Bina Harbour Project Office.
  • Manage staff (where assigned), external stakeholders, including contractors, Solomon Islands Government officials and others as required to deliver the scope of services.

Required Experience

  • Qualified technical engineer who can manage infrastructure planning and design outputs across a multidisciplined team.
  • Proven track record over 10-15 years managing large-scale infrastructure planning and design activity. Experience in a mix of maritime and land applications is highly desirable.
  • Demonstrated performance of managing projects in a developing country desirable.
  • Qualified and skilled Project Management practitioner.
  • Ability to manage multiple contracts to ensure standards and quality are maintained to a high client standard.
  • Demonstrated knowledge and experience to influence planning, design and procurement that accounts for expected environmental and social safeguards and WHS standards.
  • Ability to manage a diverse stakeholder community related to complex infrastructure design.
