About Us

The Palyku-Jartayi Aboriginal Corporation RNTBC (‘PJAC’) was incorporated in January 2020 under the Corporations (Aboriginal and Torres Strait Islander) Act 2006.

As the prescribed body corporate of the Palyku Native Title Holders, PJAC holds the Palykupeople’s native title rights and interests in trust to:

  • Promote the management of the language, culture, and traditional practice of the Palykupeople;
  • Ensure that the Palyku people’s culture and heritage is recorded, protected, and shared within the Palyku community;
  • Ensure compliance with the obligations of the Palyku people detailed within Native Title and Aboriginal Heritage Agreements;
  • Develop and implement a Strategic Plan for PJAC;
  • Promote Palyku community development programmes.
  • Foster business and employment opportunities and promote sustainability;
  • Promote in all Corporation endeavours the common good of Palyku people through equitable action and enterprise.

The Role

PJAC is a large growing Corporation requiring employees to be flexible and use initiative to support the business where needed. The below is a list of duties and responsibilities however you will be required to assist in other areas when required. Your Position Description will change and grow over time to fit the needs of the role and the business.

Responsibilities include:

Governance and Compliance

  • Track and record compliance actions against requirements of the Native Title Act 1993 (Cth), Corporations (Aboriginal and Torres Strait Islander) Act 2006 (Cth) (CATSI Act), Australian Charities and Not‐for‐profits Commission Act 2012 (Cth), Native Title (Prescribed Bodies Corporate) Regulations 1999 (Cth) and ABC’s Rule Book.
  • Track and record compliance actions against Comprehensive Agreements, Trust Deed and PJAC Constitution and associated Policies.
  • Monitor and act on Land Access and Future Acts notices and obligations under the Native Title Act and Service agreements (e.g., lodging objections against tenement applications, issuing draft Exploration and Land Access agreements).
  • Use systems (e.g., The Keeping Place, registers) to monitor compliance with land access and future acts processes and key agreements and report on obligations/actions.
  • Identify and conduct where necessary any internal reviews that support broader Corporation compliance with the relevant legislation and agreements.
  • Report regularly on compliance, implementation, risk, relationships.
  • Support the improvement of Policy and Procedure across the Corporation, through advice on compliance and risk.
  • Maintain positive working relationships with internal and external stakeholder counterparts on operational matters.

Administrative and Meeting Tasks

  • Support the preparation of agendas, meeting papers, writing and dissemination of minutes and agendas.
  • Attend meetings when required.
  • Maintain electronic and manual files and keeping records up to date, secure and accessible, as appropriate, including records of external communications.
  • Adhere to compliance procedures.
  • Research and collect information/data for key meetings and reports.

Selection Criteria

Essential

  • Experience in the area of Corporate Governance and Compliance.
  • Experience working in the Native Title Sector, such as a RNTBC or Representative Body, or in a related role within a mining company, government sector, inhouse counsel or legal practice
  • Excellent analytical skills, with the ability to work with a range of stakeholders to achieve outcomes.
  • A high level of confidentiality, discretion and judgment.
  • A collaborative approach to achieving outcomes

Desirable

  • Knowledge of the Native Title Act 1993 (Cth), Corporations (Aboriginal and Torres Strait Islander) Act 2006 (Cth) (CATSI Act), Australian Charities and Not-for-profits Commission Act 2012 (Cth), Native Title (Prescribed Bodies Corporate) Regulations 1999 (Cth), the Mining Act 1978 (WA), the Future Acts regime, Native Title Agreements and other relevant legislation.

Licences and Accreditations

  • Cleared National Police Check
  • Drivers’ License (C Class)

Remuneration and requirements

This full time role is based within the Perth metro area. The salary is $100,000 negotiable on experience plus statutory superannuation and salary sacrifice options.
