The Kariyarra Aboriginal Corporation (the KAC, ICN 8355) is a relatively new Prescribed Body Corporate (PBC), which is currently expanding its workforce to accommodate new and exciting roles to support the Kariyarra People in managing their native title rights and interests. These new roles will give great opportunities to those who wish to embrace regional opportunities and help make a difference to the lives of the Kariyarra People.

About the Kariyarra People

The Kariyarra People mainly live in the towns of Port and South Hedland, as well as neighbouring towns and communities in the Pilbara and Kimberley region including Roebourne, Karratha and Broome in the north-west of Western Australia. Kariyarra country is bound by Ngarla country to the northeast, Nyamal to the east, Palyku to the southeast, Panyjima to the south and Ngarluma to the west.

The KAC is the PBC which holds native title in trust for the Kariyarra People, who are the native title holders of the land and waters covering approximately 17,354 sq km of Australia.

The Kariyarra Determination Area is home to places of special significance to the Kariyarra People, including ceremonial and mythological sites, petroglyphs, archaeological and historic sites of significance as well as other topographic features including permanent pools, major river and estuarine systems such as the Yule and Turner Rivers and natural resources. 

About the Position

The Kariyarra Heritage Manager is responsible for the management, planning, co-ordination, and administration of the KAC’s Heritage Program including the provision ofadvice on the KAC’s future act system a detailed below:

  • Managing the KAC’s Heritage Program;
  • Coordinating personnel, contractors/consultants including archaeologists and anthropologists as well as the Kariyarra Heritage Consultants to undertake Kariyarra Heritage Survey activities safely, within allocated timelines, under agreed instructions, budgets and agreements that the KAC has with its business partners;
  • Developing and maintaining constructive relationships with the Kariyarra People, staff, sub-contractors, consultants and stakeholders;
  • Engaging, managing and monitoring heritage sub-contractors and consultants;
  • Liaising with public and private sector personnel and agencies;
  • Preparing budgets, invoices and acquitting funds;
  • Liaising with the various Kariyarra family groups through their appointed representatives on all aspects of the KAC’s Heritage Program including but not limited to negotiations, heritage surveys, monitoring, conservation and management, cultural heritage management plans, cultural research and cultural mapping;
  • Managing the Kariyarra Heritage Officers and the De Grey Mining Heritage Officers;
  • Managing the GIS and other relevant data;
  • Briefing the CEO on all aspects of the KAC’s Heritage Program as required including strategic advice and implementation; and
  • Developing strategies and initiatives to assist the Kariyarra People in their desire to preserve and protect their cultural heritage.

Selection Criteria

Essential:

  • As a minimum, a tertiary honours degree in anthropology, archaeology and/or a related discipline;
  • Previous relevant industry experience (ideally 5-10+ years, remuneration according to experience and skill set);
  • Demonstrated experience in the management, organisation and conduct of heritage surveys under the Aboriginal Heritage Act (1972), and the process and procedural requirements of the Department of Planning, Lands and Heritage (DPLH);
  • Demonstrated supervision and people management skills;
  • Demonstrated understanding and experience in the philosophical and practical issues of heritage conservation and its application to Aboriginal sites;
  • Leadership and decision making ability in engaging with people at a personal level including the ability to work in a complex and challenging environment; 
  • Experience in leading fieldwork in remote areas;
  • Capability in the investigation and analysis of Aboriginal sites and the ability to develop focused and pertinent sensitive heritage conservation outcomes and effectively communicate these to clients and stakeholders;
  • Experience in the recording of Aboriginal sites through a range of recording techniques and technologies (experience in archaeological investigations is desirable)
  • Demonstrated experience in project management, coordination, administration, and logistics; 
  • Ability to react calmly and effectively under pressure;
  • Work as a member of a team with a shared vision; and
  • Experience in the use of computer software such as Microsoft Office, GIS Software, internet and email, publisher, and project management databases.

Qualifications and experience required / to be maintained:

  • A current Western Australia C and HR (desirable) Class Driver’s Licence; 
  • Working with children check;
  • Provide a National Police check; and
  • Undertake First Aid and 4WD training.

Location and conditions

The role will be preferably based in the Hedland area however other locations such as Karratha or Perth will be considered. A generous salary package including housing allowances and benefits will be negotiated for the right person.
