About Us

Banjima Native Title Aboriginal Corporation RNTBC (BNTAC) is the Prescribed Body Corporate (PBC) that holds native title on trust for the Banjima People.

The Banjima native title determination area covers a large area of land and waters in the Pilbara region of Western Australia.  There are approximately 500 adult Banjima People and many more Banjima children.

As well as responsibilities as a PBC, BNTAC’s objectives also include to provide relief for disadvantaged Aboriginal people, maintain and support traditions, laws, heritage, language and culture of Banjima people.

About the role 

As a member of the management team, the Corporate Services Manager has oversight and responsibility to organise and coordinate the overall administrative functions of the BNTAC organisation.

With a strong focus on governance, the Corporate Services Manager will provide the Board and CEO with high quality and timely administrative and operational support, and ensure that the BNTAC business is highly functional and responsive, including:

  • Maintain oversight of the day-to-day operations of the business.
  • Supervising employees
  • Human resources compliance and practice
  • Occupational health and safety oversight
  • Information technology services oversight
  • Governance and compliance including preparation of board papers, minute taking, maintain register of resolutions and action trackers, company secretarial support, liaison with regulators.
  • Facilities management: ensuring the workplaces are functional and well maintained.
  • Managing service provider contracts
  • Knowledge of legislative frameworks, finances, budgets, accounts and payroll practices 

The successful applicant will be able to manage a high workload, be highly reliable, flexible, and will work well under pressure with a strong focus on ensuring the delivery of exceptional customer service to the Banjima people while maintaining strict confidentiality.

Key internal relationships for the Corporate Services Manager are the CEO (daily), Board of Directors, Elders Council, Finance Manager, Communications and Strategic Partnerships Manager, Native Title Operations Officer, Member Services Team Leader, Administration and Member Services Staff.

External relationships are with a broad range of stakeholders including the Banjima people, the Company Secretary, trustee representatives, mining company representatives, service providers and government departments.

Duties and responsibilities include, but are not limited to: 

Board Meetings

  • Arrange Board meetings as directed by the CEO (generally held monthly, two days each meeting)
  • Liaise with Directors, CEO and Company Secretary to ensure a successful meeting with good planning, logistics and timely provision of high-quality documentation.
  • Track agenda items, action items and resolutions
  • Ensure that proper records are kept for all Board meetings, including minutes, register of resolutions, actions register, all briefing notes and other documents presented at Board meeting.
  • Back-up the Company Secretary from time to time by taking minutes during the meeting. 

Elders Council Meetings

  • Prepare letters to Elders confirming upcoming meeting dates (four times per year)
  • Liaise directly with Elders to ensure they are supported to attend meetings with travel, accommodation etc as required.
  • Liaise with Elders to build the agenda and prepare meeting packs for remote mail-out 1 week before meeting.
  • Attend Elders Council meetings, prepare minutes and matters arising and follow up action items.

Membership and Compliance

  • Working closely with the Memberships Governance Office, maintain oversight of Membership applications processes in line with Membership Policies and Procedures.

Governance and operational support

  • Assist the CEO in managing organisational governance and compliance including the development and implementation of key programs and projects that support and meet the strategic objectives of BNTAC.
  • Planning of AGMs, including meeting notices, assist with general report preparation, and ensuring compliance with ORIC and BNTAC Rule Book
  • Lodging end of year reports with ORIC.
  • Onboarding and inducting new Directors
  • Arrange ongoing Board Governance Training
  • Manage annual Director nomination and appointment process.
  • Planning and support for a busy annual schedule of meetings, typically involving 10 to 15 people each meeting.
  • Participate in teams established to work on special projects and for specific purposes to meet BNTAC strategic objectives. 

All Staff Meetings

  • Schedule regular All Staff meetings
  • Liaise with staff to build the agenda.
  • Ensure action items are recorded and actioned.

General Duties

  • Managing CEO’s diary
  • Managing BNTAC Shared Calendar
  • Managing all CEO filing
  • Generally assisting CEO in managing her workload and assisting to prioritise as necessary.
  • Managing external correspondence received
  • Liaise at a high level with BNTAC members, the Board and Elders Council and external stakeholders as required on behalf of the CEO.
  • Maintain, update, create BNTAC Policies and Procedures documents as required.

Human Resources Functions

Working closely with BNTAC’s external HR Partner:

  • Confidential filing of all HR documents
  • Manage Employee Assistance Scheme
  • Prepare employment contracts.
  • Ensure proper processes are followed including on-boarding, induction, payroll forms, Working with Children Checks, Police Checks etc
  • Ensure probation and other milestones are properly actioned.
  • Upskilling Administrative Assistant and assist with training of other Banjima staff including mentoring where and when needed.

Essential Selection Criteria 

  1. Degree in Business (or similar, such as law or finance)
  2. Cultural competence and experience working with Aboriginal people.
  3. 7+ years relevant work experience at senior administration level
  4. Experience supervising administrative staff.
  5. Applied knowledge of human resources practice.
  6. Applied knowledge of Occupational Health and Safety practice
  7. Experience preparing board papers, taking minutes, managing board governance processes.
  8. Broad knowledge of legislative frameworks e.g., ORIC, Native Title Act
  9. High level written and verbal communication skills.
  10. Ability to manage a high workload, to work well under pressure and meet deadlines.
  11. Good knowledge of use of a range of IT software and hardware systems

Desirable:

  • Experience working in a Prescribed Body Corporate, in Native Title or with an Aboriginal Corporation.

This role is full time and is based in the Perth city office. Occasional travel to the Pilbara is required.

Salary range between $90k and $110k is negotiable dependent upon experience, plus salary packaging and car parking.
