OVERVIEW OF ORGANISATION

The Global Evergreening Alliance (The Alliance) is an international NGO which coordinates the development and implementation of massive-scale environmental restoration and sustainable agricultural intensification programs in low to middle-income countries around the world.

The organisation was established by its members to facilitate a collaborative approach to the global problems of food insecurity, rural poverty, climate change and land degradation, and to develop and implement long-term solutions at a globally significant scale.

Its core members include World Vision, CARE International, Oxfam, Catholic Relief Services, Conservation International, The Nature Conservancy, the World Resources Institute and The World Agroforestry Centre.

POSITION SUMMARY

The Alliance implements land restoration and poverty alleviation programs through its member organisations and implementing partners. Due to expanding funding opportunities, the Global Evergreening Alliance is looking for a passionate and talented individual to join its Implementation Team. We are searching for a highly motivated professional Program Implementation Coordinator with experience in community development programming as well as project management experience. The role will be responsible for coordination of international programs, while building and maintaining strong relationships with implementing partners and ensuring funder/ACFID compliance. The role will also assist the Alliance to develop its implementation policies, systems and processes, and work closely with other teams such as the Grants & Partnerships Team and the M&E Team.

Salary: About $80,000 plus 9.5% superannuation, dependent on experience. Salary packaging is available. Flexible working arrangements are negotiable.

THE SUCCESSFUL CANDIDATE WILL BE:

  • Overseeing the implementation of holistic programs that address and climate change through focus on land restoration and regreening.
  • Supporting the design, implementation and monitoring of large programs funded by diverse donors.
  • Working with numerous and varied implementing partners across the globe.

KEY RESPONSIBILITIES AND DUTIES

PROGRAM IMPLEMENTATION

  • Overseeing and coordinating GEA programs, ensuring timely and compliant implementation at budget with minimum disruptions, and generating accurate and on-time reporting.
  • Monitoring programs through desk-based monitoring and on the ground monitoring where required, and exercising adaptive management of programs.
  • Assisting in program design including development of logframes, ToC, MEL plans, evaluation ToRs etc.
  • Setting budgets and monitoring partner financial management.
  • Ensuring that relevant legal documentation is prepared and signed before implementation of programs commences and implementing actors are aware of all program requirements.
  • Maintaining detailed records of all communication with external stakeholders, where possible, using a CRM as agreed with the Alliance.
  • Conducting risk assessments and monitoring program risks, including safeguarding risks
  • Timely review and feedback on progress and financial reporting from implementing partners.
  • Addressing implementation challenges promptly and comprehensively, and escalating where appropriate.
  • Identifying capacity gaps and challenges for implementing partners.
  • Application of technical skills in one or more thematic areas - gender, disability inclusion, carbon project design and implementation, agroforestry, climate change mitigation and adaptation etc.
  • Ensuring that program implementation meets Alliance standards of quality, best practice development, and ACFID Code of Conduct obligations - and compliance is well documented.

STAKEHOLDER ENGAGEMENT AND MANAGEMENT

  • Engaging regularly with the identified focal points of implementing organisations; ensuring that they are aware of all relevant legal and compliance requirements, understand donor and proposal requirements, have a clear and consistent understanding of proposal development objectives, processes and timelines; and feel that they are valued participants in a collaborative program implementation process.
  • Collating and drafting reports to donors; ensuring programs are compliant with donor requirements.
  • Engaging stakeholders, including donors, in a timely manner, and updating them regularly.
  • Liaising closely with other Alliance departments to ensure robust M&E of programs and assist with sourcing of information for the Global Restoration Monitor (GRM), as well as assisting with grants development, proposal development, program design etc as necessary.
  • Analysing and assessing the strategies, policies, procedures, action plans and guidelines of ACFID, DFAT, ACNC and other relevant stakeholders, including governments, donors, foundations and implementing members, to ensure compliant implementation and partnerships.
  • Facilitating and where appropriate coordinating and consolidating the input of relevant stakeholders towards the development of tools, procedures and legal agreements.

Other Duties

  • Contribute to the development and maintenance of relevant implementation policies, procedures, templates and standards.
  • Coordinating the development and maintenance of project databases, ensuring up to date partner and program information in CRM/shared drives etc.
  • Representing the Alliance as required, including by attending functions, events and meetings.
  • Review collateral for alignment with ACFID, GEA and member policies.

KEY SELECTION CRITERIA

  • At least 3 years’ experience in community development programming.
  • Project management experience encompassing the entire project cycle, and supporting implementing partners of varied capacity to implement programs.
  • Experience in program design and M&E (including development of logframes, ToC, MEL plans, evaluation ToRs etc), setting budgets and monitoring partner financial management.
  • A sound understanding of strengths-based and rights-based approaches to development.
  • Experience in working with grant-funded projects and ensuring that grant requirements are met.
  • Experience in safeguarding (child and PSEAH), gender equality, disability inclusion and social inclusion.
  • Experience in cross-cultural communication.
  • Strong partnership management, interpersonal, negotiation and networking skills.
  • The ability to plan, organise, prioritise and implement workflow to meet objectives, work independently and be proactive.
  • Demonstrated understanding of ACFID Code of Conduct obligations, and experience ensuring compliance.
  • Tertiary qualifications, or equivalent experience, in a relevant discipline (e.g. international development, natural resource management (NRM), agriculture, environment, agro-ecology etc.).
  • Desirable: Ability to apply technical skills in one or more thematic areas - carbon project design and implementation, land restoration, agroforestry, climate change mitigation and adaptation, gender, disability inclusion etc.

CONDITIONS OF APPOINTMENT

The Global Evergreening Alliance has zero tolerance to child abuse, discrimination, harassment and workplace bullying. In addition, the successful applicant will need to provide a recent Australian Police Record Check and either provide or successfully apply for a Working with Children Check card.
