Gender Economist Consultant - Pacific COVID-19 Response Package

DT Global is seeking a Gender Economist to provide a range of services to the Office of the Pacific (OTP), within the Department of Foreign Affairs and Trade (DFAT), on the Pacific COVID-19 Response Package.

Background

The economic and fiscal impacts of COVID-19 in the Pacific are sharper and deeper than the region has previously experienced. Even without a significant outbreak of COVID-19, the economic shock has the potential to wipe out over a decade of economic growth in many of the Pacific island countries (PICs).

The COVID-19 crisis disproportionately affects women and girls in the Pacific, with negative impacts felt across all countries and all sectors. Health and economic stresses, isolation, and reduced mobility increase the vulnerability of women and girls to violence.

In line with Australia’s COVID-19 development policy: Partnerships for Recovery: Australia’s Development Response, DFAT has designed a Pacific COVID-19 Response Package to help PICs (and Timor-Leste) respond to and recover from COVID-19. The Package will provide direct funding of A$250 million over two years to eligible countries, designed to contribute to:

  • Supporting vulnerable people and enabling economic recovery;
  • Mitigating fiscal crises; and
  • Cementing Australia’s status as the economic ‘partner of necessity’ for PICs and Timor-Leste.

Objectives of the assignment

DFAT is looking to engage a Gender Economist to:

  • Provide a range of analytical, advisory and related services to DFAT internal and external stakeholders with respect to the gender dimensions of development, implementation and assessment of the Package, thus contributing to the strengthening of Australia’s engagement on gender, economic and public financial management in the Pacific; and
  • Assist in identifying and cementing stronger engagement on gender sensitive and gender-responsive reforms to economic policies among countries eligible for the Package, and on ensuring that public finance policy design and implementation in the Pacific more effectively supports the pursuit of gender objectives.

Working under the guidance of DFAT’s OTP, the consultant will specifically be responsible for the following tasks:

  1. Support the formulation and implementation of a Gender Equality and Social Inclusion Strategy for the Package, including development of a robust monitoring, evaluation and learning framework, and taking into consideration Do No Harm principles.
  2. Provide high quality analysis and advice on the gender implications of policy actions and conditions attached to budget support programs, and on ways of including gender-sensitive and gender-responsive reforms in these programs, including how to monitor and assess gender impacts of supported policy actions and broader public expenditure and revenue policies and programs.
  3. Contribute to efforts to strengthen and expand Australia’s engagement on economic policy and gender equality in the Pacific.

Given the current and likely future constraints on travel, the work will be largely home-based, but will involve considerable consultation and engagement (virtual and – where possible and depending on the consultant’s location – in-person) with a range of internal and external stakeholders.

The successful candidate will initially be hired as a consultant under the Innovation Resource Facility, managed by DT Global. Reporting to OTP’s Economic Policy and Programming Section, the initial appointment will run until 5 November 2021, but if successful, there may be scope to continue to engage the consultant’s services under other arrangements. DFAT expects that given the urgency of work related to the immediate needs of the package, the initial assignment will take most of the successful candidate’s time.

Selection Criteria

  • Advanced degree in economics or related field.
  • Demonstrated experience in a similar role, preferably in the Pacific region.
  • Strong experience with design, implementation and evaluation of PFM and economic governance initiatives, ideally with a focus on gender, and demonstrated record of results in economic and fiscal policy analysis.
  • Familiarity with analysis of the impact of public finance programs, and the institutional frameworks for setting and implementing public finance policy is highly desirable.
  • Understanding the key challenge of crafting policies that can further the objective of gender equality.
  • Demonstrated understanding of the political economy of change, and the differences in the exercise of agency and in access to resources and opportunity in PICs.
