DanChurchAid (DCA) established its first office in Cambodia in 1997 after having supported partners since its inception in 1979. DCA’s global strategies focuses on two sectors: ‘Fight Extreme Inequality’ supporting active citizenship and human rights work, and ‘Build Resilient Communities’ boosting right to food, sustainable livelihoods and climate change preparedness and response.

Enhancing the psychosocial health of Human Rights Defenders (HRDs) and their supporting organisations is essential to protecting and strengthening those championing rights in Cambodia. DCA is working with 9 partners on advancing rights in Cambodia. As part of the support provided to these partners and the HRDs they work with DCA is looking to provide psychosocial support and services to respond to their trauma and build their resilience.

To achieve this DCA will engage a two-pronged approach to enhancing the expertise and services of a minimum of two local organisations currently providing psychosocial care while also building the capacity of partners to incorporate psychosocial care and support into their organisation. The aim is to boost the availability of holistic wellbeing and psychotherapy in Cambodia whilst also addressing the issues of stress, burnout and their triggers for HRDs and the organisations who support them.

About the role

Given the needs outlined above, DCA Cambodia is recruiting a consultant with expertise in mental health and psychosocial support, trauma responses, stress management and wellness activities. The specific results are:

  1. Complete a baseline of psychosocial care needs for HRDs and organisational staff in Cambodia
  2. Conduct workshops for HRDs and relevant staff to address themes and areas raised during the baseline study. Workshops may vary in length between half or full days or retreat styles based upon needs.
  3. Conduct capacity building workshops and monitoring of local psychosocial and/or mental health care providers

Overall objective:

To improve the availability and provision of psychosocial and wellness services to HRDs and their supporting organizations in Cambodia

Purpose:

To build local capacity in service providers to meet the needs of HRDs, whilst providing those supports directly in the intervening period.

Results to be achieved by the Contractor:

  1. Complete a baseline of psychosocial needs for Human Rights Defenders and their supporting organisations
  2. Conduct a minimum of 6 workshops on agreed topics and themes for human rights defenders and their support organisations
  3. Build relationships and the capacity of a minimum of two local organisations to increase the availability and quality of psychosocial care in Cambodia that meet the specific needs of human rights defenders
  4. Develop a work plan outlining the proposed implementation of all above activities in order to increase psychosocial care for partner organisations over two years.

QUALIFICATION REQUIREMENTS

  • The individual must hold a degree (minimum bachelors degree) in an allied health or health profession such as psychology, social work, occupational therapy, psychiatry or counselling.
  • The individual must have a minimum of 5 years work experience in psychosocial support and advice with a focus on trauma informed care and/or stress management and/or mental health wellbeing.
  • The individual or organisation must have a minimum of one similar technical consultancy with either an international or national NGO or organisation. Experience operating in Cambodia will be highly regarded.
  • The individual must have the proven skills to provide analyse the mental health and wellness needs of organisations and/or individuals and provide training and capacity development support to a wide range of people with vary level of understanding of and experience in psychosocial care.

Regarding languages, the consultant must possess good written and verbal communication skills in English, with Khmer language skills highly regarded.
