The County Court (CCV) is Victoria’s principal trial Court. The Court’s purpose is to hear and determine matters in a fair, timely, efficient and accessible way. This is affirmed by Court Directions 2017- 2022 which sets out the Court’s commitment to improvement and the seven most important objectives of the Court. The County Court is committed to continuous improvement consistent with the International Framework for Court Excellence. 

The CCV DATC pilot project sits alongside the Magistrates’ Court of Victoria’s (MCV) Drug Court Expansion projects. The CCV DATC pilot and the MCV expansion projects are governed, managed, and executed through an integrated and multi-jurisdictional approach to enable efficient use of resources.

The Drug Court of Victoria (DCV) is a statutory division of the Magistrates’ Court of Victoria. The division provides an alternative sentencing option to offenders with drug and/or alcohol dependency who have committed offence/s whilst under the influence of drugs or alcohol and/or to support their dependency. Legislation that enables the operation of the CCV DATC was passed through parliament in November 2020, which will enable a Drug and Alcohol Treatment Court to operate for the first time in this higher jurisdiction.

The Head of Operations and Programs will be instrumental to the success of this pilot project and will be central to ensuring that quality future funding bids are submitted to government. Reporting to the Director, Specialist Courts you will provide leadership and expertise to co-deliver a high-quality DATC. Working collaboratively with the Senior Project Manager you will manage activities to enable the timely establishment and operation of a successful DATC. As a subject matter expert, you will use your knowledge and experience to exercise good judgement which results in timely and well-informed decisions. Ultimately, you will be responsible for operating an evidence-based, best-practice, multi-disciplinary DATC in this higher jurisdiction for the first time.

We are seeking someone with specialist knowledge and understanding of current best practice therapeutic drug and alcohol treatment responses within the court and/or justice system setting. You will also exhibit demonstrated experience in leading a multi-disciplinary team with an explicit emphasis on a non-adversarial approach. Your high-level strategic thinking and ability to negotiate positive and efficient outcomes will ensure your success in this role.
