The organisation

The Centre for Excellence in Child and Family Welfare (the Centre) is a not-for-profit peak body for child and family service organisations in Victoria. We advocate for children, young people and families and provide training, research and networking opportunities to the sector. We focus on the voices of young people in foster, kinship and residential care in Victoria, as well as working on larger Federal campaigns around equality.

The Residential Care Sector OHS Capability Program

Residential care workers within the Out of Home Care (OOHC) sector are vulnerable to Occupational Violence and Aggression (OVA) from children and young people in their care. The children and young people’s behaviour may be affected by trauma from exposure to abuse and neglect and is often exacerbated by substance abuse and clinical conditions. Workers compensation claims within the OOHC sector have increased by 24% in the last year compared to 4% across the healthcare industry.

To address this, WorkSafe Victoria (WorkSafe) and the Department of Health and Human Services (DHHS) have funded the Centre to undertake a two-year project – ‘The Residential Care Sector OHS Capability Program’ to develop a Safety Leadership Program to address occupational violence and aggression with the residential care sector. This includes the development of an evidence based and co-designed Safety Leadership Framework, Leadership Survey supported by a leadership feedback process, program including online learning and face-to face workshops. The program aims to undertake healthy, safe, and meaningful participation with sector leaders, which makes a difference in the health, safety and wellbeing of their staff leading positive outcomes for children and young people in care.

Role Purpose

The Senior Project Manager will lead the 2-Year Residential Care Sector OHS Capability Program which started in 2021 in the development and implementation of initiatives and projects, including the development of supporting procedure and policy, and will drive acceptance into the business and across a number of key stakeholder groups. This work will fall under the direction of the Director, Strategic Innovation to support delivery of operational interventions and safety improvement programs with employers in the child and family services sector as part of the Strategic Partnership with the Department of Health and Human Services and WorkSafe Victoria.

  • Strategic Planning & Execution - Setting strategic goals and determining actions to achieve the goals while focusing resources to executive project delivery
  • Stakeholder Engagement – Communicate and engage effectively with all stakeholders and develop strong relationships. Advocate and communicate project and its objectives in required forums
  • Client Centricity – Hold the client at the core of all activities and decisions to deliver quality services, experiences and outcomes
  • Emotional Awareness – Demonstrate empathy and integrity towards others and make effective judgements in complex situations
  • Adapting to Change – Identify and understand the value of change. Demonstrate resilience and a positive and proactive attitude towards change
  • Ability to problem solve - Apply critical thinking to solve problems, explain root causes and evaluate solutions. Open to participate and contribute in relevant Centre projects that could influence project outcome.
  • Data & Information Analysis - Analyse and interpret information to deliver valuable insights

Position Requirements

The successful applicant will have (desirable):

  • Tertiary qualification/Diploma in OHS or Business Management

Skills and Experience (desired)

  • Experience in applying and a strong knowledge of Occupational Health and Safety
  • Strong ability to undertake effective research and analyse material
  • Ability to develop innovative solutions to problems in a complex environment
  • Experience in the preparation of project plans, agendas, minutes, reports and presentations for different audiences and stakeholders
  • Demonstrated ability to liaise in a professional manner with a diverse stakeholder group including senior management, employer groups, unions and internal stakeholders
  • Strong experience in conducting presentations, facilitating discussion groups and/or training sessions
  • Excellent time management, prioritisation and organisational skills and an ability to meet tight deadlines
  • Demonstrated ability to work autonomously and also part of a team
  • Computer skills in Word, Excel, PowerPoint and MS Project
  • The ability to manage risks and troubleshoot issues and report/escalate or resolve roadblocks
  • Ability to coordinate with third party providers. Develop key selection criteria for suitable partners and monitor performance throughout project lifecycle
  • Accountability and ability to refine project budget as needed to ensure timeliness and fiscal responsibility - issue invoices, ensure timely collection of funding, pay services
