Minerals and Energy Officer - Alice Springs

The Central Land Council (CLC) is a corporate Commonwealth entity established under the Aboriginal Land Rights (Northern Territory) Act 1976. The CLC represents traditional landowners, native title holders and other Aboriginal people across the southern half of the Northern Territory—an area of almost 780,000 square kilometres.

The CLC provides its constituents with advice, advocacy and practical assistance to support their aspirations, manage their land and realise and protect their rights.

We are currently seeking a suitably qualified candidate for the following position:

  • Minerals and Energy Officer – MI004 – Alice Springs
  • CL 5-6 (Commencing at $71,156 progressing to $88,283)

KEY FUNCTIONS

  • Ensure the CLC's statutory functions under the Land Rights Act, and the Native Title Act are carried out efficiently and effectively.
  • Represent and promote the interests of traditional Aboriginal owners concerning exploration and mining on their land.
  • Achieve sustainable and beneficial outcomes for traditional Aboriginal landowners and affected Aboriginal communities from exploration and mining.

The role of a Minerals and Energy Officer with the CLC is to efficiently and effectively process applications for exploration and mining titles in the CLC region in accordance with requirements of the Aboriginal Land Rights (NT) Act 1976 and the Native Title Act 1993. The successful candidate will be required to review and assess proposals, plans for mineral, petroleum exploration, and mining affecting Aboriginal people concerning the requirements of relevant legislation and agreements.

A Minerals and Energy Officer is responsible for the organisation of meetings and will consult with traditional Aboriginal owners over exploration and mining proposals and activities, ascertain their views and record instructions. A mineral and mining offer assists with negotiations of exploration and mining agreements. They provide expert advice on environmental protection and rehabilitation, technical, and social aspects of agreements being negotiated with mining companies.

The successful candidate will report to the council and prepare briefings and resolutions on exploration and mining applications and negotiations. Write correspondence, submissions and reports related to exploration and mining as required, ensuring compliance by mining companies with exploration and mining agreements through the effective implementation of agreements, particularly the environmental, cultural, social and financial terms and conditions.

This role requires maintaining regular liaison with mining companies, ensuring effective working relationships between the CLC and mining companies, and providing assistance in the development of appropriate skills, experience and expertise of the council's Aboriginal Staff. A Mineral and Energy Officer also conducts additional safe, legal and logical duties while being within the limits of the employee's skill, competence and training consistent with the classification level.

Total effective package includes base salary, district allowance, superannuation, leave loading, relocation assistance, annual airfare allowance and salary packaging options. Annual progression within the salary scale is subject to satisfactory performance. Progression is by annual increments set out in an enterprise agreement.
