Tonga Country Manager - Balance of Power

DT Global Asia Pacific Pty Ltd

PROGRAM BACKGROUND

Balance of Power (BOP, the Program) is a Pacific-led initiative, supported by the Australian Government, focused on enabling women and men in the Pacific to improve the political, social and economic opportunities for women and girls.

The program goal is that “women are increasingly culturally, socially and politically accepted, and act, as legitimate political leaders and decision makers across the Pacific region.” Balance of Power works intensively in three countries (Vanuatu, Fiji and Tonga), with some elements to be implemented across the region.

Balance of Power’s approaches and strategies are tailored to each country context. It is taking new, innovative approaches to providing pathways to change around deeply entrenched social norms, thinking and working politically with diverse stakeholders in the Women in Politics sector to maximise cohesion and coordination of effort.

BOP is working with key power-holders in Vanuatu, Tonga, and Fiji, and within regional peak bodies, to shift negative perceptions around the value and legitimacy of women’s leadership. BOP’s key partners include the media and high-status advocates within government, churches, and traditional and chiefly structures. BOP supports these societal influencers to use their voice and networks to raise the profile of women and their role in inclusive national development.

THE ROLE

We are seeking a highly motivated Country Manager with a strong adherence to key values such as gender equality, respect, inclusion, humility, innovation, and creativity. The Tonga Country Manager will have overall responsibility for the management of the BOP’s country activities in Tonga through the provision of specialist local knowledge, advice, and expertise.

The Tonga Country Manager will play an integral part in representing the BOP program to DFAT, Government and other stakeholders; identifying strategic opportunities for BOP in country; convening and maximising coordination between BOP partners; meaningful participation in, and support to, the Strategic Advisory Committee; oversight of finance, administrative and logistical functions; and monitoring and reporting on BOP activities.

Key responsibilities of the role will include:

  • Leading the design and implementation of partnerships, initiatives, and activities in support of BOP objectives in Tonga
  • Identifying and advising on strategic opportunities and risks that may impact on BOP development and implementation in-country.
  • Building and maintaining effective relationships with partners and stakeholders within and across BOP priority focus areas in-country, prioritising collaboration, and collective action to achieve BOP objectives.
  • Playing a lead role in developing and implementing strategies for culturally-sensitive communications of BOP activity in Tonga, with the objective of building buy-in to BOP objectives, and shifting negative and discriminatory attitudes towards women in leadership.
  • Representing and promoting the Program at national and sub-national level, including with DFAT officers, Government representatives, Church leaders, civil society actors, communities, other donor-funded programs and a range of other diverse stakeholders.
  • Collaborating with other BOP personnel, partners and stakeholders to identify key learning and emerging trends to inform activities and Annual Implementation Plans.
  • Monitoring, reviewing, and reporting on program activities including progress towards objectives, budget management and impact.
  • Overseeing the preparation of clear and up-to-date financial records of expenditures and commitments and outstanding acquittals for the BOP Fiji activities.
  • Championing good governance, gender equality, disability rights and child protection and promote a working culture based on a values-based approach.
