Program Background

The Indo-Pacific Centre for Health Security (CHS) was established in 2017 to implement the Australian Government’s Health Security Initiative for the Indo-Pacific Region. The Initiative, which is funded through Australia’s overseas aid program, aims to inform evidence-based planning, help prevent avoidable epidemics, strengthen early detection capacity, and support rapid, effective national and international outbreak responses. It does this by accelerating research on new drugs and diagnostics, expanding partnerships at the national, regional and global level to strengthen human and animal health systems, and deepening people-to-people linkages that build national and regional health security capacity.

In 2020 CHS has played a key role in Australia’s response to the regional impacts of the COVID-19 pandemic. Commencing in 2021, Australia is assisting 18 countries to roll out the COVID-19 vaccine through the VAX Taskforce.

The CHS supports countries in Southeast Asia (Cambodia, Indonesia, Laos, Myanmar, the Philippines, Timor-Leste and Vietnam) and the Pacific (Fiji, Papua New Guinea, Samoa, Solomon Islands, Vanuatu and small island nations such as Tuvalu, Tonga and Kiribati).

Cardno International Development is supporting the implementation of several activities delivered as part of the initiative across the Indo Pacific and Southeast Asia.

Duties & Responsibilities

The Senior Clinical COVID-19 Response Adviser, Nauru will undertake the following activities in Nauru for a period of 12 months:

  • Provide advice and direct support to the Government of Nauru including, where required, supporting internal coordination within relevant government ministries, and external coordination with key development partners (such as Australia, WHO, ADB and other donors).
  • Support the Government of Nauru to implement prioritised key activities in the COVID-19 National Response Plan that require clinical skills and input, such as:
    • Supporting implementation of standard operating procedures (SOPs) including health facility point of entry screening and triage processes, cleaning and disinfection processes, waste management and ‘COVID-19 safe’ patient flow through the health service and transit facilities.
    • Training clinical staff and non-healthcare workers in infection, prevention and control (IPC), including the correct use of personal protective equipment (PPE), consistent application of transmission-based precautions, standard precautions and the implementation of environmental cleaning and disinfection processes.
    • Working alongside the Government of Nauru and development partners to ensure adequate supply of COVID-19 related procurement priorities, including IPC supplies, PPE and other clinical consumables and equipment.
    • Supporting the IPC Manager and team. This may include: supporting the development and implementation of IPC protocols, guidelines and training materials, including hand hygiene, transmission-based precautions, audit and quality improvements and creation of an enabling environment to reduce IPC risk.
  • Provide any COVID-19 support, including for:
    • Clinical readiness of the acute medical ward. This may include support for the procurement and use of fit-for-purpose medical equipment and supplies, health workforce training and working alongside the medical lead to implement COVID safe case management and other relevant protocols and processes.
    • Regular evaluation of clinical COVID-19 readiness priorities across all hospital/health departments.
  • In liaison with the Senior Public Health COVID-19 Response Adviser, provide support to the COVID taskforce, identify any additional support needed for Nauru to undertake COVID-19 preparation and response activities under the COVID-19 National Response Plan and vaccine roll-out, including technical assistance, training, and procurement of essential PPE, IPC materials, and medical equipment.
  • At all times seek to mentor and build capacity of medical and nursing staff, and other health and non-health workers as appropriate, and seek to ensure that inputs build wider health security and health system capacity beyond COVID-19.
  • Work in close liaison with the Senior Public Health COVID-19 Response Adviser and in support of the Australian-funded health program at all times.

Duties may vary from time to time to meet changing program needs.

The terms of reference can be reviewed to ensure they remain relevant and appropriate, and a work plan developed and endorsed by Government of Nauru.

This position will report directly to the Secretary of the Ministry of Health and Medical Services with the day to day operations overseen by the Director of Medical Services.

Selection Criteria

Essential

  • Work effectively and proactively in a low-resource setting, across disciplines and at all levels.
  • Engage respectfully and appropriately with senior national counterparts, including Cabinet Ministers.
  • Communicate clearly and effectively.
  • Organise, make appropriate recommendations and facilitate effective decisions.
  • Review and interpret published literature related to COVID-19 from reputable sources and lead health agencies, to guide policy decisions.

Minimum Requirements

  • University degree in a relevant discipline (i.e. nursing).
  • Evidence of current clinical registration with the Australian/New Zealand Nursing and Midwifery Board.
  • Proven experience working as an accredited IPC specialist/IPC registered nurse in the acute care setting or equivalent experience in health facilities.
  • Proven experience supporting senior government officials, working in a multi-disciplinary context, to bring together cohesive, implementable policy and program initiatives.
  • Excellent command/highly proficient in spoken and written English.
  • Experience working in the Pacific is preferred.

Position type: Adviser Remuneration Framework (ARF)

Duration: 12 Months

Classification: C2 to C4 depending on experience

Reports to: Secretary of the Ministry of Health and Medical Services

Commencement: April 2021
