About the program

The Building Pacific Capacity Program (BPaC) is an Australian Government initiative funded by the Department of Foreign Affairs and Trade (DFAT) and managed by Cardno Emerging Markets. It provides Pacific Island Countries with a suite of flexible, fit-for-purpose options that support broad governance and stability development outcomes.

About the role

The Public Financial Management (PFM) Adviser will be based in the PFM and Finance Sector Division, MoF to provide support and reporting to DFAT funded programs and support to broader PFM operations, reforms and initiative set by Government of Samoa (GoS). They will have particular engagement with the finance sector plan and reforms identified under the multi-donor Joint Action Policy Matrix (JPAM), providing a continuity to assistance between missions. It is expected they would also work closely with other technical assistance based within Ministry of Finance (MoF), including procurement advisers and the Centralised Technical Services Support Unit (CTSSU).

This role is offered for 12 months, with the possibility of a 12 month extension (12+12).

Responsibilities and Duties

PFM Support:

  • Assist the MoF to further improve and implement its PFM Reform Plan and its Finance Sector Plan, especially in core PFM functions relied upon by DFAT and other development partners who are committed to using partner government systems.
  • Support MoF to assess and prioritise capacity building and training needs, assist MoF to develop a capacity-building plan for the Finance sector, and to implement capacity building and training activities in coordination with other development partners and stakeholders.
  • Explore possible options and strategies for expanded use of government systems for DFAT funded programs.
  • Review PFM policies as required, and advise MoF on areas that needs strengthening and further improvement.
  • Assist MoF in updating/developing PFM policies to address issues and challenges identified in Public Accounts audits, PEFA Assessment, ANS and other related PFM assessments and reviews.

Addressing Audit Findings and Recommendations:

  • Work with the Aid Coordination & Debt Management Division to support implementing agencies of DFAT funded programs to systematically address all issues raised by annual program audits in a timely manner.

Reporting:

  • Work with the Aid Coordination and Debt Management Division to meet the Government’s reporting obligations for all DFAT funded programs as per the Direct Funding Arrangements and in accordance with the GoS legislations and policies.
  • Review existing financial management reporting for aid funded programs and advise on a consolidated reporting framework for all the development partners for MoF’s consideration and in consultation with development partners
  • Work with the PFM and Finance Sector Division to monitor and update on a regular basis, the DFAT ANS 2018 risks and their treatments.

Coordination:

  • Work with the MoF and other government ministries where appropriate to support the development and implementation of JPAM PFM policy reforms, in cooperation with other JPAM partners.
  • Participate in DFAT funded or co-financed program support missions such as JPAM etc., and provide support to MoF to engage in these missions.
  • Assist in the initial set up of financial management arrangements for all DFAT funded programs.

Assessments:

  • Conduct sector assessments for new DFAT-funded sector budget support programs and investments.

Planning and Reporting Requirements

  • Development of a work plan within one month of mobilisation.
  • Monthly situational reports and 6 monthly formal reports against their approved work plan.
  • Assignment completion report

About You

  • Tertiary qualification in Public Finance Management or another related field.
  • Demonstrated experience in working with public finance and government systems
  • Knowledge of the Pacific context particularly with countries with similar context to Samoa
  • High level skills in negotiating, brokering, working within public service
  • Proven ability of using a broad range of capacity development modalities
  • Superior communication and interpersonal skills, and experience communicating effectively to a range of stakeholders in a cross-cultural environment.
  • Ability to work in a multicultural environment with sensitivity, a team approach and respect for diversity.
  • Experience living and working in a resource constrained environment.
  • Understanding of the importance of cross cutting development issues such as gender, anti-corruption, and disability.
