The Australian Infrastructure Financing Facility for the Pacific (AIFFP) is a AUD4 billion initiative of the Australian Government aimed at facilitating quality infrastructure development in the Pacific region. It collaborates with governments and the private sector in the Pacific and Timor-Leste, offering grant and loan financing for transformative projects in energy, water, transport, telecommunications, and other infrastructure sectors.
AIFFP is currently involved in implementing various infrastructure projects in Papua New Guinea, particularly in the transport (ports and roads) and energy sectors. To ensure effective program delivery, AIFFP has established a Project Management Office (PMO) that works in coordination with the DFAT Transport Sector Support Program Phase 3 (TSSP3).
The PMO is responsible for overseeing project management, procurement, contract administration, financial management support, safeguards, and technical advisory services to ensure successful project delivery.
Additionally, the PMO focuses on capacity-building and professional development of local counterparts to enhance project sustainability. Building strong collaborative relationships with project stakeholders, including PNG counterparts, is crucial for the successful implementation of the AIFFP projects.
The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.
Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of:
‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’
Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all TSSP3’s activities and operations.
This phase of TSSP3 will run from November 2023 to November 2028.
The AIFFP PMO Procurement Specialist (Ports) (Procurement Specialist) will lead and implement the procurement and contract management activities for AIFFP financed port projects, supporting PNGPCL investments in port upgrades. The Procurement Specialist will be part of the joint program implementation unit and report directly to the PMO Program Director.
The Procurement Specialist will be expected to work in close collaboration with the AIFFP Investment Team and approach the role on a pro-active and solution-oriented basis to effectively deliver the scope of services.
