The Cleaning Accountability Framework (CAF) is an independent not-for-profit organisation that exists to end the exploitation of vulnerable workers and to promote human rights and responsible business practices in the property services industry.

CAF works with the union, government, academics, and the property services industry to protect and advance the rights of cleaners in Australia, and to address modern slavery risk in supply chains. Specifically, CAF has developed and promotes an industry-agreed standard that applies to property assets and is independently verified by CAF.

The CAF Certification Scheme includes a robust assessment of procurement, contract management, and employment practices as part of the application for certification, and a worker-driven supply chain accountability mechanism to promote ongoing compliance throughout the duration of an asset’s certification.

About the role

Reporting to the National Certification Manager and working closely with the program and liaison officers, you will be responsible for contributing to the day-to-day running of the CAF Building Certification and Contractor Pre-qualification schemes. This role requires regular communication with external stakeholders and an ability to manage deadlines.

You will walk stakeholders through the certification process, conduct assessments, organise and facilitate worker engagement meetings, draft compliance reports and prescribe and oversee the investigation and remediation of labour rights violations. You will also manage stakeholders through ongoing health checks throughout the period of certification or pre-qualification.

You will have an interest in labour rights and be able to analyse information and make findings on this basis. CAF is a small team that supports each other so at times your role may expand into other areas requiring a degree of adaptability. You will be a proactive team member that can take direction and work independently depending on the situation.

In return, CAF will invest in your training and development as a business and human rights practitioner, as well as reward you through the provision of six weeks’ annual leave and 12% super.

This role will require occasional travel (within Australia).

This successful candidate will work from home during lockdown, however they will eventually be required to perform some days per week in the office when appropriate.

Duties and responsibilities

  • Work as part of the CAF Certification team, comprising the National Certification Manager, another Program Officer, and the Liaison Officer, on certification and pre-qualification activities;
  • Assist businesses through the certification application and annual health check process including setting up and conducting stakeholder meetings, setting up and facilitating worker engagement meetings, answering certification-related questions, providing advice and information on assessment requirements, conducting assessments, and overseeing investigation and remediation;
  • Draft compliance reports for verification by the National Certification Manager;
  • Regularly liaise with the United Workers Union on worker engagement which includes managing CAF Representatives, labour rights education and training, and online community engagement with cleaners;
  • Manage the certification database, applications and files;
  • Build and maintain relationships with stakeholders regarding ongoing compliance processes;
  • Assist the CAF CEO and Senior Marketing & Brand Manager with membership-related work;
  • Provide general oversight of CAF activities, assist with day-to-day operations, and assure a smoothly functioning and efficient organisation;
  • Other relevant duties as may be required.

Selection Criteria

Essential

  • Commitment to upholding workers’ rights.
  • High level project management skills, with the proven ability to provide high-quality project delivery within resource and time constraints.
  • High level written and verbal communication skills that can be applied to a range of settings, with attention to detail.
  • Highly developed interpersonal skills, including relationship management skills and the proven ability to communicate with diverse stakeholders with competing agendas, handle sensitive issues, and work both independently and as part of a team.
  • Strong analytical skills and/or experience with data analysis/data science

Desirable

  • Understanding of responsible procurement, supply chains and/or property services

Remuneration

Salary range, dependent on skills and experience:

$65,000 - $75,000

12% superannuation + 6 weeks’ annual leave
