Purpose of the position

The person will be a leader in a dynamic, community-based education organisation with its contribution to individual learning and the social, economic and environmental development of the Byron region and the greater Northern Rivers. The position of Operations Manager is the second most senior member of the leadership team. For RTO responsibilities, the person needs to ensure successful compliance, financial and human resource management, future development planning and ongoing sustainability of all of funded and vocational programs at Byron Region Community College (BRCC). The position also acts as deputy to the Director.

The Role

The Operations Manager is directly responsible for:

  • Managing and undertaking tutor recruitment, induction and professional development to ensure the implementation of quality teaching, learning and assessment processes, validation, and the College’s reputation as a quality training organisation;
  • Planning and funding for the development, growth, and ongoing VET viability of the College
  • Developing and monitoring the VET budget to ensure the sound financial operations of the College’s VET program
  • Establishing and maintaining effective relevant partnerships, networks with local industry and community organisations, other education providers, government departments to extend the profile of the College’s VET program
  • Contributing to good governance, undertaking the functions of the College representative for the Australian Skills and Quality Authority (ASQA) and NSW State Government contracts and ensuring the effective governance of the College through provision of necessary policy, plans and reports to assist decision making
  • Ensuring BRCC is actively informed and engaged in relevant local, state and national issues affecting the ACE sector and contributes as a member of Adult Learning Australia and Community Colleges Australia
  • Liaising with relevant consultants and project officers in College areas beyond VET such as general programming, marketing and business programs (i.e. Sourdough Business Pathways)
  • Any other functions as delegated by the Director or College Board

Skills and experience criteria

The successful candidate must demonstrate:

  • Experience in strategic leadership and highly developed managerial skills in the VET system
  • Excellent communication skills, including effective interpersonal, reporting, and problem-solving skills
  • Financial/budget management with comprehensive accountability requirements
  • Team leadership and human resource management
  • Project management skills
  • Relevant qualifications in adult education (eg Cert IV TAE) and community development
  • Knowledge and experience of education and training, especially the vocational sector
  • Experience with a community managed business environment
  • Thorough understanding of the ASQA standards
  • Manage ASQA and other Government audits
  • Ability to carry out internal audits on operations, marketing, internal files
  • Ability to develop quality systems including review and continuous improvement
  • Experience with transitioning superseded training programs
  • Report writing and successful program acquittal
  • Experience in relating to industry and managing validation sessions
  • Experience in managing RTO scope applications/amendments
  • Minimum 5 years of experience in vocational education management role

This is a full-time position with a salary relevant to industry standards (with salary packaging available).
