Youth Support and Advocacy Service (YSAS) is an established and respected for-purpose organisation providing a range of drug and alcohol, mental health and other services to young people experiencing serious disadvantage. Reporting to the CEO as a key member of the executive leadership team, your brief is to enable YSAS to continue to deliver the highest quality services to its clients. Responsibilities span finance, payroll, ICT business processes, administration, contract management, strategic procurement, statutory compliance and all other aspects of organisational support.

With qualifications in finance, business and/or corporate services, you are a proven manager of multi-disciplinary teams, with skills in risk, compliance and Company Secretarial matters. Your stakeholder engagement and influencing abilities equip you to excel in a regulated, dynamic and values-based environment.

Position Purpose

The position ensures strong financial management and delivers a culture of accountability within YSAS. This includes achievement of organisational best practice in: contract management, strategic procurement, statutory compliance and organisational support (finance, payroll, ICT business processes, and administration). The position enables YSAS to deliver high quality services to clients.

Reporting Relationships

This role reports to Chief Executive Officer.

  • Functional Manager (ICT)
  • Functional Manager (Finance)
  • Manager Legal and Compliance
  • Manager Payroll
  • Manager Business Processes

Key Relationships/Interactions

The primary stakeholders that this role will interact with are:

  • Other YSAS Executives
  • Functional Managers and General Mangers
  • Contract partners
  • Other strategic partners in own portfolio

Key Challenges

Incumbents in this role must work as part of an Executive team to ensure compliance with legislation and policy and ensure congruency with the values and strategic direction of YSAS.

Special Conditions

Prior to commencement of employment incumbent must provide YSAS assurance of their:

  • Working with Children’s Check (WWCC).
  • Satisfactory National Police Check (NPC).
  • Any relevant required professional registrations (e.g. AHPRA, CPA, etc)
  • Driver’s licence.
  • Copies of all relevant qualifications.

Other relevant role information

  • Some out of hours work may be required.
  • The incumbent of this role may be required to work at various different YSAS sites depending on YSAS operational requirements.

Responsibilities

This position description provides an indication of the type of duties you will be engaged to perform. You may be lawfully directed to perform any duties that a person with your qualifications, skills and abilities would reasonably be expected to perform. The Chief of Finance and Corporate Services is responsible for:

Leadership and Management

  • Contributes to the development of a performance culture that is accountable and upholds the values and operational requirements within the organisation through effective management of own area
  • Contributes to the development and implementation of the YSAS Strategic Plan and the operational 12 month plan that will sit under this

Finance

Ensure the finance team has robust financial systems in place to deliver:

  • Monthly financial reporting
  • Year-end processes including audit and annual financial statements in compliance with relevant legislation and applicable accounting standards
  • Acquittals for funding bodies
  • Budgeting and forecasting
  • Preparation and presentation of financial reports to the Executive, Risk and Audit Committee, Board, and Managers
  • Support for organisational business development initiatives
  • Financial and budgetary advice and support to Program Managers, including an ongoing review of cost structures
  • Effective financial management and internal controls according to accounting standards
  • Sound accounting policies and procedures
  • Effective monitoring and management of organisational cash flow and investment of funds.

Payroll

  • Responsible for the efficient and effective management of payroll

ICT

  • Responsible for the YSAS ICT Strategy and Operational Plan
  • Ensure the IT Manager and team provide effective and fit for purpose systems and architecture
    including:
    • IT support
    • Phones
    • Shared servers
    • Email and communications
    • Software
    • Hardware
    • Vendor management

Organisational Governance, Accreditation and Compliance

  • Ensure organisational compliance with applicable laws and regulations, including tax and Corporations law
  • Oversee the process of contract management and compliance
  • Support the functioning of the Risk & Audit Committee and Board
  • Provide advice on changes to applicable laws and regulations
  • Manage organisational insurances and claims
  • Act as Company Secretary
  • Ensure currency and review of organisational policies

Asset management

  • Strategic management of YSAS leased properties, motor vehicles, etc.

Strategy and Planning

  • As a key member of the Executive team, proactively provide advice and input into governance intelligence, projects, strategy and operations
  • Develop, implement and monitor Annual Plans for area of responsibility
  • Actively contribute to the YSAS strategic plan and facilitate staff involvement and contributions to achieve the identified goals.

Continuous Improvement

  • Identify and enact cost efficiencies and process improvement opportunities
  • Contribute to continuous quality improvement of the organisation
  • Ensure confidentiality of documentation is maintained

Corporate Compliance

  • Ensure appropriate and robust governance arrangements are in place where applicable
  • Work within the bounds of relevant Legislation/Regulations (e.g. Privacy, Fair Work, OH&S, etc.) and relevant professional Codes
  • Work with Managers to pro-actively plan to assess and mitigate against risk in operations and to the broader YSAS service
  • Contribute to continuous quality improvement of the organisation
  • Adhere to all YSAS’ policies and procedures including the Code of Conduct, Confidentiality Agreement, EEO policy
  • Demonstrated commitment to YSAS’ organisational values
  • Provide highest ethical standards at YSAS; not only to young people in the communities we serve, but to our co-workers and ourselves
  • Undertake proactive identification and on-going management of stakeholders, including suppliers and auditors
  • Work collaboratively with staff across the organisation to ensure organisational needs are understood, recognised and responded to, as well as staff are supported in their services

Selection Criteria for Appointment into Role
