Position Description

Established in 1954 IDV is a not for profit community service organisation dedicated to delivering support services to people with disabilities in the Northern metropolitan region. IDV is one of the largest not-for profit organisations in the northern regions, delivering services predominantly throughout the municipalities of Banyule, Nillumbik, Darebin and Whittlesea.

IDV currently supports approximately 150 people with a disability to realise and achieve their goals and aspirations with a strong emphasis on community. Our objective is to work with our community partners, to provide sustainable and meaningful opportunities for people with disabilities. As an employer of approximately 100 staff, we are committed to creating a culture of equality.

IDV is searching for a high calibre CEO to join the organisation as it moves towards a new decade in disability services.

RESPONSIBILITIES

The CEO responsible for the management of the organisation and its operations by way of delegated authority from the IDV Board, or as expressed in the organisation’s constitution. The CEO is expected to provide management oversight and responsibility across IDV to ensure the effective and efficient functioning of IDV. The CEO needs to provide strong and clear leadership within IDV, its people and to our external stakeholders. The CEO must always to act and behave with integrity and in accordance with IDV’s code of conduct and values.

CEO Responsibilities include:

  • Creating an environment and culture that focuses on fulfilling IDV’s mission, vision and values
  • Developing strategies, business plans and budgets for consideration by the Board and to the extent approved by the Board, implementing these strategies, plans and budgets
  • Ensuring the IDV’s operations and business are within the parameters set by the Board from time to time and that the Board is kept informed of material developments in the organisation’s affairs, operations and business
  • Where proposed transactions, commitments or arrangements exceed threshold parameters set by the Board, referring the matter to the Board for its consideration and approval
  • Identifying and managing operational and corporate risks for IDV and where those risks could have a material impact on the organisation, formulating strategies for managing and mitigating those risks, including for consideration and endorsement (as applicable) by the Board
  • Managing IDV’s financial and other reporting mechanisms, and control and monitoring systems, to ensure that these systems capture all relevant material information on a timely basis, are functioning effectively and are founded on a sound basis of prudential risk management
  • Ensuring that the Board is provided with sufficient accurate information on a timely basis in regard to IDV, its operations, business and affairs, and in particular with respect to the organisation’s corporate performance, financial condition, operations and prospects, so as to reasonably position the Board to fulfil its governance responsibilities
  • Implementing the policies, processes and codes of conduct approved by the Board and facilitating the monitoring and reviewing of, and reporting against, those policies, processes and codes of conduct.
  • Meeting compliance requirements with external agencies including the ATO, NDIS, NDIS Commission, etc.

With respect to overall management oversight and responsibility of IDV, the CEO is responsible for:

  • The appointment and management of key executive and management personnel;
  • Setting up, maintaining and reviewing IDV’s structure, systems, policies, processes and procedures, in order to guide, support, inform, service and monitor the prime functions of the organisation
  • Ensuring legal, ethical and professional practices and boundaries consistent with IDV’s code of conduct/values are adhered to
  • Ensuring financial activities are managed within agreed budgets and informing the Board in a timely manner should the CEO become aware of any material adverse movements to the budget
  • Ensuring effective and efficient functioning of IDV and all its operating divisions

DUTIES

To be effective, the CEO and the Board must work effectively. The IDV Board relies on CEO to provide input into strategic development, implement strategy, communicate management’s perspective and alert the Board to issues that are relevant and material to the organisation. With respect to IDV and Board accountability, the CEO needs to:

  • Report to the Board on the status of policies, strategies, directions and plans (business and otherwise) set or approved by the Board
  • Inform the Board of all events within, or which reasonably should be within, his/her knowledge or awareness, which may or do have a material impact on the organisation’s activities or well-being
  • Observe limitations of authority as set from time to time by the Board
  • Regularly meet and consult with the chair (as the lead representative of the Board) on all such matters
  • Provide a strong, clear leadership to IDV
  • ensure the IDV’s code of conduct/values is a living document, regularly updated, monitored and communicated with ongoing training provided
  • Provide internal leadership direction, goals and energy to IDV staff
  • Create and sustain a culture of innovation and enablement, underpinned by and expressing the values and philosophy of the organisation
  • Monitor and interpret the external environment in order to continually position the organisation in its markets to best advantage
  • Maintain awareness of political, governmental, business and industry components of the external environment, on a local and national level
  • Participate in appropriate business and professional associations, networks and activities relevant to the organisation’s interests

EDUCATION & EXPERIENCE

  • Bachelor’s or master’s degree in a relevant discipline or a related field
  • Significant management experience including experience in not-for-profits and disability services.
  • In-depth understanding of Disability Services in Australia and NDIS
  • Strong risk management and compliance in the disability services regulatory environment
  • Sound understanding of Australian accounting principles relating to not-for-profits including budgeting, balance sheets, income statements, cash flow, and capital planning management
  • Strong strategic and inspirational leadership qualities
