About the role

Reporting to the HR Business Partner, the HR Officer is responsible for supporting People & Culture functions of the organisation whilst working in a way that reflects the values of the organisation and contributes to the achievement of the CRCS strategic plan.

This is a key position, providing a level of expertise for routine general HR matters, end to end recruitment, learning and development, HR system maintenance and human resources partnership under the oversight of the HR Business Partner. This is an exciting opportunity for a candidate to apply their theory to practice, within a dynamic and changing environment.

Key functions of the position include:

Recruitment: Demonstrated experience in end to end recruitment function, you will have the opportunity to coordinate the entire recruitment process and on boarding.

Provide services to managers and staff on recruitment processes, employment conditions, policies, procedures, processes, Awards and relevant legislation

Learning and Development: You will help identify development opportunities across the organisation

Provide support to programs to meet their training requirements, i.e. booking compliance training where identified required, provide program compliance reports and guidance in using the e-learning system

Systems and Processes: Utilising your knowledge of systems you will support the roll out of our new HR System (ELMO) and ongoing maintenance of the new system

Maintain recruitment, human resources and other related databases including data entry and standard management reporting to input this data into relevant reports

Operational P&C Support: This will include processing on boarding paperwork, supporting P&C with ad hoc projects, providing support to employees with their HR queries

Provide high-level administrative, clerical services and generation of documentation

Respond to staff enquiries, as the first point of contact, on a broad range of HR and recruitment related enquiries

The ideal candidate will have:

  • Ability to build positive relationships and communicate effectively is imperative
  • Knowledge and experience in human resources, preferably within a not for profit environment (highly regarded)
  • Qualifications in Human Resources and/or equivalent experience are required
  • Demonstrated knowledge of contemporary HR practices across all functions and associated IR legislation
  • Proven ability to interpret legislation, regulations, awards, enterprise agreements together with policies and procedures
  • A passion for implementing best practice principles associated with recruitment, on-boarding and induction
  • Demonstrated experience and abilities in developing and applying competency / behavioural based interview questions and techniques
  • Well-developed relationship building skills and demonstrated resilience and flexibility
  • Excellent communication skills (verbal and written) and sound influencing skills
  • Excellent organisational and time management skills including demonstrated ability to work collaboratively in a flexible team-based environment

About the Company

Since 1975, Belconnen Community Service (BCS) has been providing a wide range of high quality, integrated and inclusive programs and services to individuals, families, children and young people in the Belconnen and wider Canberra region. In 2019, following extensive stakeholder consultation, BCS drafted a new Strategic Plan for the years 2020-2030, and in 2020, officially changed its name to Capital Region Community Services (CRCS) as an indication of its reach into the wider Capital Region. While the company is currently undergoing this period of transition, its commitment to the people of the Capital Region remains steadfast.
