About the assignment

The PNGAus Partnership Secondary Schools initiative (PASS) is a new secondary education initiative of the Government of Australia delivered in partnership with the Government of Papua New Guinea that continues the enduring friendship between the two countries. We share a border, close personal and professional ties, a love of sport and community, an entrepreneurial spirit and a desire to see our cultures preserved and celebrated. 

The goal of PASS is to strengthen relationships between Papua New Guinean and Australian secondary schools in a manner that builds their capabilities and deepens people to people links.

This volunteer position supports the PNG National Department of Education (NDoE) and participating secondary schools in the areas of capacity building and best practice.

The Department does not currently have a national Child Protection or Sexual Exploitation, Abuse and Harassment (SEAH) policy, although national Child Protection legislation exists in the form of the Papua New Guinea Lukautim Pikini Act (45/2015). The Act establishes mandatory Child Protection reporting obligations for anyone who performs professional duties with respect to a child, including teachers and school principals.

Currently, many PNG schools do not have any preventative policies or mechanisms in place around child protection or SEAH. In addition to this, there have been a number of reported incidents around inappropriate behaviour of adults and issues in schools with multiple age ranges of students (over 18 and minors) in grade levels. This position will aim to support the establishment of policies and procedures for schools.

  • In this role you will assess National Department of Education policies and procedures and assist in the development of safeguards across PNG.
  • You will require a relevant qualification or experience in education/teaching and safeguards as well as experience in policy development in the area of child protection and/or prevention of sexual exploitation, abuse and harassment.
  • This role will work as a key part in shaping wider PNG educational safety and practices.
