Specialist Health Service 

Managed by Abt Associates Australia and located in the centre of Canberra, the Specialist Health Service (SHS) provides strategic input on health to the Australian Government’s Department of Foreign Affairs and Trade (DFAT).

DFAT posts and desks around the globe and in Canberra contact the SHS for assistance with any health-related topic. SHS responds to these requests through the direct, rapid provision of strategic policy advice and technical briefings to DFAT, and by identifying, contracting and managing adviser(s) to undertake field-based work (reviews, designs, evaluations or specific technical advice).

The Opportunity

The Senior International Health Specialist will join the current 3-person SHS technical team. The Specialist will be responsible for leading the provision of high-quality health policy and technical advice to DFAT; and scoping, recruiting, managing and quality assuring consultant teams to conduct field based technical work. The majority of the work is Canberra based but there is the opportunity, on a needs basis, to support consult teams in the field. There is also the opportunity, subject to DFAT approval/work demands, to conduct agreed pieces of field based technical work.

The position is approved by DFAT from January to June 2020, with the possibility of an additional 2-year extension.

Key Requirements

The preferred applicant will have:

Essential

  • 10-15 years applied experience in managing, consulting, researching, and/or advising on international health and development
  • Demonstrated knowledge/understanding of the context, challenges and opportunities of health systems in low- and middle-income countries
  • Knowledge of and ability to assess and summarise current research/evidence in one or more of public health technical areas (e.g., epidemiology, demography, economics, health systems strengthening, health reform etc) and specialisms (e.g., global health financing mechanisms, health security and pandemic preparedness, reproductive health, non-communicable disease etc.)
  • Demonstrated ability in producing clear, high quality analytical written work on international health and development topics in short time frames
  • Excellent written and spoken English
  • Strong interpersonal, cross-cultural and communication skills
  • Commitment to team work and ability to build constructive and effective relationships
  • Post-graduate degree in an international public health related field

Desirable

  • Senior level experience in contracting and management of consultants in a bilateral or multilateral aid agency, or consulting firm
  • Previous experience living and working in a developing country
