Key responsibilities include:
- Lead implementation of VACCHO’s Monitoring, Evaluation and Learning (MEL) Strategy, with the aim to improve the quality of evidence about what is being achieved and what works in delivering our strategic plan and to contribute more broadly to evidence of best practice in Aboriginal health and wellbeing.
- Lead implementation of VACCHO’s Outcomes Framework, including the required systems and process, to measure the outcomes and impacts of implementing the Strategic Plan: On Solid Ground. Oversee annual Impact Reports and Strategic Plan reviews.
- Support VACCHO’s transition to outcomes-based funding through participating in VACCHO’s transition team – leading change management initiatives relevant to MEL and reporting.
- Manage the MEL team, guiding their workplans in line with the MEL Strategy and supporting them to achieve their work and professional development goals.
- Implement a strategy for organisational capability-building in monitoring, evaluation and learning, inclusive of: leadership & culture, resourcing, staff skills-building, and systems, structures & processes.
- Provide training, coaching, and mentoring to project teams in MEL, including developing MEL frameworks, plans and embedding these in their work.
- Work with project teams and leadership, to ensure monitoring and evaluation translates into learning, continuous quality improvement and evidence-informed decision-making.
- Develop tools, templates, processes, and other resources to support teams with MEL.
- Provide input into the development of a health intelligence database and scope other systems solutions (for example an Impact Log) to support more effective and efficient data storage for MEL.
- Put VACCHO's MEL principles into practice, by promoting MEL approaches that are: self-determined, strengths-based, participatory, ethical and draw upon Aboriginal knowledge creation and evaluation approaches.
Key Selection Criteria
- Experience leading MEL strategies, systems, and process, preferably in the Aboriginal Community-Controlled or not-for-profit sector.
- Significant knowledge and experience in designing and implementing MEL frameworks and plans that are fit-for-purpose, practical and culturally appropriate.
- Significant knowledge and experience in program design and development, including facilitating participatory approaches to develop theories of change and program logics.
- Ability to effectively support organisational culture change and bring staff with you on the journey.
- Experience in working alongside, coaching and training staff to promote and improve MEL practices.
- Excellent interpersonal skills and the ability to work with a wide range of people to develop and maintain effective working relationships at all levels.
- Demonstrated capacity to manage sensitive information, maintain confidentiality and always remain impartial.
- Self-motivated and demonstrated ability to work independently with minimal supervision, and as an effective team member, promoting cooperation and commitment to achieve goals.
- A flexible approach, with strong organisational and planning skills, including the ability to effectively manage time and workload, prioritise tasks, and meet changing circumstances, competing demands, interruptions, and deadlines.
- Demonstrated proficiency and experience using Microsoft applications (e.g., Microsoft Word, Excel, Outlook, Project Management) combined with a high level of accuracy and attention to detail.
Desirable
- Experience in organisation-wide leading MEL strategies, systems, and process,
- Aboriginal and/or Torres Strait Islander peoples are strongly encouraged to apply, as your cultural and lived experiences are central to the work we do.
- Knowledge and/or experience in Aboriginal approaches to MEL and knowledge creation.
Highly Regarded
- Demonstrated knowledge, understanding, and commitment to Aboriginal and/or Torres Strait Islander peoples, cultures, and health.
- Demonstrated understanding of the philosophy and practice of Aboriginal Community Control.
- Demonstrated ability to work with Aboriginal peoples, Communities, and organisations, in a culturally safe, and appropriate, manner.
- Demonstrated understanding of LGBTQIASB+ issues and experience with LGBTQIASB+ people via professional engagement, employment or lived experience.
