A career opportunity exists at Workers Health Centre for a CEO to work for a Not For Profit (NFP) charity. Their mission is to provide quality worker focused injury management and workplace rehabilitation services which results in workers returning to a safe and durable employment. As an independent and worker focused NFP, they strive to be the leading provider of workplace rehabilitation, injury management, health, safety, welfare and education of workers and the community.

Reporting to the Board, this role is based in the Parramatta area with pleasant working environment and parking provided. The role is accountable for ensuring the implementation and delivery of the strategic goals and priorities set by the Board.

The CEO also leads and oversees operations including provision of Rehabilitation Services, Financial Controls and Research to ensure Injured Workers receive high quality, timely and supportive rehabilitation services and advice.

A key component of this role is to ensure the statutory obligations of the regulators are met, including the State Insurance Regulatory Authority (SIRA), Comcare, the Australian Charities and Not-for-profits Commission (ACNC) under the NSW Workplace Injury Management and Workers Compensation Act, the Commonwealth Safety, Rehabilitation and Compensation Act and the Commonwealth ACNC Act.

In this role the CEO has overall accountability for ensuring direct reports provide high quality and timely services and advice to injured workers so that:

  • Affiliated Unions continue to actively support the charity as demonstrated by the level of referrals and their continued affiliation.
  • All services meet the strategic goals set by the Board
  • The charity meet all its statutory obligations
  • All services and support fits within the rules, mandate and direction
  • Research projects undertaken are operationally oriented and will deliver contemporary, high quality and practical outcomes, which can be used to improve outcomes for injured workers and the quality of their work life.
  • Build internal capability and improve operational performance.

Reports to:

  • Line accountability – Board of Directors
  • Attends the Board of Director’s Meetings and all Board Sub Committees as required

Reporting to this role:

  • Operations Manager
  • Office Manager
  • Administration Manager

Total staff and contracted consultants under overall control is around 20 FTE.

Leadership and Oversight of Staff and Contractors

Key outcomes:

  • The CEO is accountable for overseeing, in consultation with direct reports, that work priorities and performance is delivered to a high standard and quality.

These outcomes can be achieved by:

  • Providing direct reports with continuous updates of key goals, decisions, information and policy changes and the NSW Workers Compensation Scheme
  • Overseeing the development of staff ensuring key capability gaps are identified
  • Setting the work priorities and allocations for direct reports
  • Setting performance goals for all direct reports and regularly managing their performance and providing performance feedback sessions at least annually
  • Agreeing on staff development plans and monitoring performance
  • Assisting with mentoring and coaching staff to improve internal capability
  • Ensuring internal and contracted Consultants maintain their accreditation with SIRA and Comcare
  • Resolving staffing issues as they arise.
  • Ensuring that Contractors performance is monitored by the Operations Manager and they maintain the standards set.

Stakeholder Relations

Key outcomes:

Build strong relationships and networks with affiliated unions, regulators, insurers, employers, Doctors and allied health professionals to build a positive image and maximise the number of referrals of injured workers.

These outcomes can be achieved by:

  • Attending affiliated unions conferences and meetings to promote the services we provide.
  • Developing and maintain relationships with Union Secretaries and key decision makers within the regulators, insurers, employers, Doctors and allied health professionals
  • Building understanding and commitment to our strategic direction and goals

Research and Campaigns

Key Outcomes:

  • Assist Unions NSW and affiliated unions with research, information and advocacy to support campaigns to enhance legislation and processes for enhancements to, and protection of the rights of injured workers.

Major means and activities:

  • Write or Commission reports to the parliamentary inquiries, requests by SIRA etc
  • Ensure the Injured Workers Support Network is viable and capable of providing case studies and injured workers prepared to provide evidence and appear at inquiries and in the media

Statutory Compliance

Key Outcomes:

  • This role has sole accountability for ensuring that we continually comply with the Workplace Injury Management and Workers Compensation Act and the Australian Charities and Not-for-profits Commission as well as other related legislation.

These outcomes can be achieved by:

  • Ensures rules are contemporary and complaint with the various Acts
  • Oversee the annual submission of relevant returns under the legislation
  • Oversees the submission of all other returns to the Regulators

Budget Management

Key Outcomes:

  • The CEO is accountable for overseeing the development and management of the budget for approval by the Board to ensure we work within the agreed budget parameters set by the Board.

These outcomes can be achieved by:

  • Ensure that budget papers are completed on time for decision by the Board
  • Oversee regular budget analysis and any remedial action taken in a timely manner by direct reports
  • Review all business papers and business cases for any additional funding requirements for presentation to the to the Board
  • Prepare the annual application for the Health Department grant an ensure reporting complies with the requirements of the contract.

Continuous Improvement

Key outcomes:

  • Accountable for ensuring regular assessments of performance improvement opportunities are undertaken and implemented by direct reports to become more effective in delivering outcomes to injured workers.

This outcome can be achieved by:

  • Ensuring post audit reviews are undertaken for all key projects or policy developments to identify improvement opportunities and education for staff
  • Monitoring the performance of direct reports and coaching them to focus on continually improving what and how they do their work
  • Ensure that where appropriate direct reports undertake workplace improvement sessions with their staff to identify trends and issues that may need to be resolved
  • Maintaining and undertaking professional development throughout the year

Key Challenges:

  • Delivering the injury management and rehabilitation services which meet our goals
  • Delivering high quality services and advice to injured workers



  • Registration as a Workplace Rehabilitation Consultant under Comcare or SIRA and 10 years’ experience as a consultant.
  • Significant experience in the Workers Compensation and Injury Management Industry at a managerial level


  • Relevant tertiary qualifications or relevant work experience
  • A commitment to the aims and principles of the Trade Union Movement.
